Dr. Mark David Milliron is an award-winning leader, author, speaker, and consultant best known for exploring leadership development, future trends, learning strategies, and the human side of technology change. Mark works with universities, community colleges, K-12 schools, corporations, associations, and government agencies across the country and around the world. He serves as Board Chair for the Institute for the Study of Knowledge Management in Education and as a Trustee for Western Governors University. He is also the founder and CEO of the private consulting and service group, Catalyze Learning International   (CLI). In addition, he serves on numerous corporate, nonprofit, and education boards and advisory groups; guest lectures for educational institutions nationally and internationally; and authors and moderates the Catalytic Conversations Blog.

As we continue to wrestle with information technology and societal change at record rates, we must also challenge ourselves to step back and ensure that we're using the best learning strategies possible to get the most out of our time, money, and effort. Our learners are watching to see how we handle this transition. So, we must ask ourselves, "are we walking our talk in how we approach technology change and learning?" Dr. Milliron will present seven strategies that we can use to better target our technology and change efforts to truly connect with, enable, and model learning.

Texas Child Care Licensing...
Since that is not the case, SAES’s best advice to you at this point is to at least apply for a Texas Department of Family Protective Services Child Care License PRIOR to SEPTEMBER 1, 2008, if either of the following descriptions apply to a program in your school:

  • The school serves children three years of age or younger

  • Children under the age of 14 years are in a before or after school program for longer than two hours

You can access most of the required application forms on the Dept. of Family and Protective Services website. In order to file for an exemption you need to complete the Exemption Determination Form 2821. The state has 60 days in which to reply to you. However, if you provide before and after school care up to a total of two hours or more a day, or if your program serves students three years old and younger, we recommend that you apply for a license, for it is likely that the request for an exemption, under current conditions, will be denied.

In order to apply for a licensing application, you need to complete the following:

  • Child Day Care Application, Form 2910 (obtain from local TDFPS office)

  • Personal History Statement, Form 2982

  • Child Care Fee Schedule, Form 2988

  • Governing Body/Director Designation, Form 2911

  • Plan of Operation for Licensed Child Care Operation, Form 2948

  • Background check information on all personnel who deal with students in licensed program

  • Proof of liability insurance

  • Proof of not-for-profit status

  • Complete floor plan of the building and surrounding space to be used

The easiest way to get these forms would be to call or visit your local TDFPS office, tell them you need to apply for child care licensing, and request an application packet. It should include all of these forms.

Be prepared to designate one qualified person on staff to be the Director (see page 26 in the Minimum Standard Rules book). Note: The Director does not necessarily have to have direct contact with students, but would need to have a working knowledge regarding the licensed program. For example, the Business Manager could have the title of "Director" of the licensed program, while delegating the day to day management responsibilities to another person or persons.

Print a copy of the Minimum Standard Rules Book (259 pages) and begin addressing the specifics listed.

State Dyslexia Network...
The State Dyslexia grant funds a 1-800 line (1-800-232-3030 ext. 1410 or ext. 1454) to provide technical assistance to parents, school districts, and campuses. These stakeholders may receive assistance in the area of law and SBOE rule, district dyslexia plan development, components of instruction, accommodations, professional development, and curriculum instruction information. Additionally, each regional education service center in the state of Texas provides training in the area of dyslexia for school personnel, including personnel who teach in private schools.
